Now that the latest Montclair CFO has resigned with the shortest tenure in Township history (4 months) it’s a good time to review how the former CFO, Padmaja Rao, was treated by the Township of Montclair.
Not only did Montclair fight Ms. Rao’s complaints of fraud and retaliatory behavior, but Montclair accused her of “violating her common law duty of loyalty to the Township” while continuing to retaliate against her.
It was and continues to be Township Officials who violate their duty of loyalty.

Township Officials’ actions that are the basis for the Rao Case (also see State Health Benefits Fraud) are indefensible, yet the court allowed Montclair to drag the lawsuit on for nearly two years for a total cost to residents of over $1.7 million (includes defense costs paid by self-insurance coverage).
The CFO has a duty to protect the residents’ financial safety and security. Why doesn’t Montclair protect the residents’ financial safety and security? What purpose does the Township, and for that matter the State, serve when it acts without regard for residents?
